    The mini-cons are included in the 2-packs. 1 Scout and 1 mini-con. Thus, they are sold separately.

    It doesn't say they attach to become limbs. It says they attach to power-up any commander figure. That is the same function they serve as part of the 2-packs by attaching as armor or weapons. It is assumed this means they can attach as armor even when the commander is combined with drones for the combined mode.

    This. If you look at each one of the limb-drones and the Commander figures, they each have at least one minicon port on them somewhere.
