He's in the Arcee spotlight, and the Cyclonus one, I believe.

Yep. First appearance was in Spotlight:Arcee, with a speaking scene with Prime in Spotlight:Cyclonus, from what I remember.

Whatever design he has, it's weird to see him the same size as ther other Autobots. Fortress Maximus is kind of an underwhelming name when no one can fit inside him when he transforms.

Yeah, he looks like some kind of tank now. Possibly a mobile fortress or something.

Given his role in the comics, maybe it's just as well he's not a city now. He'd probably have ended up transforming into the prison that he is warden of.

I read the Marvel Comics as a kid and Fortress Maximus was about the same size as Optimus Prime.
Galen (and later Spike) turned into directly Max's head and Cerebros did not exist.

IDW Fort Max looks better than Dreamwave's Marshmallow Man.

That soon changed - after Fort Max got impaled on a spear launched from Ratbat's ship-disguised-as-an-island he was rebuilt with the much bigger body depicted in toy & cartoon form, and Cerebros came along.

    I don't remember that.
I can still remember the cover "Fort Max Gets the Shaft" though.

Then the Transformers squared off against Unicron and it was on to Generation 2.
It's been a long time though, but I think I would have remembered that.
I hope my geek license doesn't get revoked.

I have a feeling that Fort Max can't really become Fort Max yet, kinda how there are no Combiners in the IDW-verse as of yet.

Fort Max looks more like Armada Megatron IMO...

He has a role in the entire revelations saga.

Actually he was embiggened before that, with Cerebros and everything, when the Headmasters were on the way to Earth, which was in the issue previous, I believe.

You're right, the headmasters first appearance in the monthly tf book (right after the end of the HM mini-series) showed Fort Max being upgraded to a larger body.

    I didn't remember that correctly.

Cerebros did show up -yet curiously Max didn't seem to be any larger after his upgrade.
Size discrepencies were far worse in the comic than the cartoon.

Fort Max's first appearance in the IDW continuity was in Spotlight: Blaster as one of the Autobots across the galaxy reading about Blaster's return.

I'm not sure if it was just something the artist threw in, or that Alex Milne hadn't yet finished the design they would use for Spotlight: Arcee, but Maxie appeared in his original G1 body, not his IDW body.
