I was wondering if I could use this for my Avatar, but it's .5 too big and I do not know how to shrink it down.
"Note: The maximum size of your custom image is 100 by 100 pixels or 19.5 KB (whichever is smaller)." 
^ 80 x 80 (20 kb)
*IF anyone's EB Games/Gamestops have leftover hats that no one picked up & can get me 2-(even if you must buy the game twice) then PM me ASAP!

And that Avatar is 80 x 80 (20 kb).
So I have to have an avatar that is at or less than 100 by 100 pixels AND 19.5 KB?
I have to meet both requirements (100 by 100 pixels AND 19.5 KB) to use the Avatar?
Please excuse me, I'm just not thinking well today.

You can't use that avatar as it currently stands as it is larger than the 19.5Kb limit we have set.

They'll open it up as a string of still images and then you can take those images and either reduce the color count, optimize the GIF so that if there are any points where the same image is used it will delete one and set it to just repeat the first occurance, or other options. Radicons aren't limited to just Transformers. . . .
