It was officially stated that Bumblebee was the only bot that was built. Even Megatron was done as just the legs and the rest was just a cardboard cutout. I don't really see any need for them to build such a detailed model of frenzy, especially considering how fragile it might be. EDIT: Although now that I look at it better it might just be real. I'm wondering why we never got a glimpse of it before. My bad.
One of the production members mentioned having a "little one" that they built; at the time I assumed he meant a miniature of one of the big bots, but now it's obvious that the "little one" was Frenzy
You do know that really IS a prop right? Michael Bay said himself that lots of the action were real and not CGI because it adds to the realism. So, they created numerous props for not only actor interaction, but also in some sequences. That is a prop just like we have seen numerous props of movie bumblebee being built on set. Just like we saw a prob of Primes head. Just like we saw a prop of Megatron in ice.
Frenzy looks done-deal quality though; The Bumblebee standee was definitely not something you'd want to show in focus.
