He wants to make his own custom Starscream? He doesn't want to track down a MP-11? He wants to have fun, despite any logical reason? There's tons of good, rational answers to this question. The base coat is white, whereas a fresh figure from a mold would be one tone of plastic. Paint apps are paint applications, like wing strips, the hands in blue, etc. iIs just a term for extra details or painted areas. Hope your customising goes well, good luck and remember to sand any rub zones for transformation and articulation.
