    That's because it is. The mould is Hammerstrike from Beast Machines, one of my favorite moulds simply because of it's unique design.

    Riptide is a predator...He stalks the seas for his next meal with extreme voracity and tenacity. Being non-aligned, he has been known to attack both the Autobots, and the Decepticons...Needless to say, both factions give him a wide birth. Riptide's personality is as mutable as the seas he inhabits. He is equipped with an astounding array of sensors that he uses not to just acquire his next meal, but also to explore the depths of any world he happens to be upon. Always the consummate explorer, and adventurer, he has been known to just "help out" the locals, in exchange for any information about their geography or culture. But should he be wronged, Riptide has been known to unleash his wrath upon his adversaries. Sometimes going so far as to destroying whole shipping lanes.

    although though sharks are some of the strongest and fastest hunters in the seas i would make his strength and speed in shark mode 12/10 just to spike up the awesomeness

    yes they are, but water is much more dense than air, or even worse space, so starscream is a 10 in speed in air and in space...the cars are driving at 65-120mph, I'm pretty sure that makes them faster than even the fastest billfish (who are arguably the fastest of fish). So a Shark may be among the fastest of fish (depending on the species, as I'm sure your thinking Mako's and Porbeagles who are the fastest sharks...), but they are not faster than a car, and not in the same league as aircraft or spacecraft. That is why his speed is what it is. As for his strength, Prime, Megatron, Grimlock (well technically most if not all the Dinobots too), and a few others are a 10 in strength. I'm pretty sure, having his strength a 7 is more than enough. it balances the character out... I compensated with his skill being a 10. which is much more important to have skill than just raw strength.
