Wan Chai has a lot of toy stores, but if you're absolutely desperate Causeway Bay is a good place to check too.

I'm going to shoot this over to TF Toy Discussion. I know there are more than a few people in there that can help point your brother in the right direction.

    Hong Kong Shops

    1. Sino Centre which is at 582-592 Nathan Road, Mong Kok. This centre is a great place for Japanese toys, magazines, CD's and bootleg anime DVDs/VCDs. There are several toy shops that specialise in new Japanese toys on both the ground floor and the basement level including a branch of Animate. The 1st to 4th floors mostly sell VCDs/DVDs. There is also a good toy shop called Kanto Hobby on the 12th floor, but the only way to access this is by the elevator. To get to Sino Centre, take the MTR (subway) to Mong Kok station and take exit 'E' which puts you about two minutes walk away along Nathan Road.

    2. Just one or two shops to the left of Sino Centre is another mall called Tendy Plaza. this has a good Japanese magazine shop and one toy shop in the basement that sells old and new toys There are usually some old valk toys there. There are also a couple of toy shops selling Japanese toys on (I think) the 4th floor.

    3. Just around the corner from Sino Centre and Trendy Plaza is another must-visit mall called CTMA centre. this is situated near the end of Sai Yeung Choi Street South. make sure to visit all the upper floors as well as the basement as there are about six or more shops selling Japanese toys including the insane Superman Toys and Ant Shop which usually has a good selection of old valk toys.

    4. There is also another branch of Animate (selling toys/ books/magazines/some garage kits) on Nelson street in Mong Kok. Sorry, I can't remember the shop number, but Nelson street is not that long anyway. Nearby to that Branch of Animate there is also a few grage kit shops and a toy and model shop called RX-78 or something like that.

    5. Your next stop should be the Cauesway Bay district of HK Island. Take the MTR (subway) to Causeway Bay station to get there. First stop should be the Causeway Bay Centre located on Sugar Street. Again make sure to check out all the floors especially the basement as there are lots of cool toy and model shops to be found. While in Causeway Bay also make sure to vist the Sogo Department Store.

Hey peeps, I'm actually in Hong Kong right now and I'll try and comment on what I've seen

Haven't been here but will give it a shot if I get the chance

    Same as above

Was kinda disappointed, not many TFs. While certain stores themselves were impressive if you like anime stuff, overall the most anyone really carries are MPs, Encores (especially Skids: being new that guy's pretty much everywhere), lingering ROTF stuff, Disney label and music label.

And the few TFC re-issues I saw were over-priced

It's right across from CTMA Centre. Again, not many TFs (but if you're looking for MPs and ROTF stuff they got that)

The Animate there carries pretty much the same as above, plus some Henkei*. A few doors down on Sugar Street you must go here, Toyzone: AFHUB - The Action Figure Hub - Toy Shopping in Hong Kong – Causeway Bay

Sogo dept store: not so much. Sogos and TRUs are pretty much just running the last of ROTF stuff, so don't expect much

Try this link (has pics and some commentary): Yahoo! Answers - Where to buy Takara Transformers Masterpiece in Hong Kong?

*if looking for Henkei/Classics, you'll most likely always find:
    -Sideswipe
    -Tankor
    -Jetfire
    -both minibot teams
    -Silverstreak
    -Astrotrain
Just don't expect to find a lot more than that
