They order way far in advance. They don't cancel an order that is already on it's way because a prior wave is selling slow.

 

Then they need a better system because the crappy crap keeps clogging the shelves. At least if there weren't these redecos of a repaint which was released and repainted for the last movie already I might not get so tired of seeing them.

Yeah, but they never put out that order until the prior waves do sell. My Toys R Us is a perfect example, never saw past wave 3 there, and now the only deluxe they have is Rampage, and a crapload of them at that.
