I know his horns are missing. I tried like 5 things and none of them worked. Maybe I'll get an epiphany but til then I think you can still tell who this is.

Tried that, couldn't get them symmetrical and the mini guns and shoulder pads kept interfering

Aliens Warrior Drone. It worked better if it's got blue drybrushing instead of brown. If it's got blue drybrushing, just grab a silver paint pen and brush it loosely over the top layer.

Hah! I can't even figure out how to give him horns, much less make him go from airplane to car!

You could probably get away with gluing the original horns to the sides of the head, that is, if you still have them.

 

Don't have them and even if I did they were pretty screwed up from cutting them off

This is my head modification with the original ears cut down, and glued back, and also an eye repaint. (KO version)

 

I thought his horns looked like Shockwave’s and I was going to suggest getting two LEGO croissants, sanding them, and painting them silver. The horns you added work very well.
