To fill that gap the BBC are doing specials, three I think. Christmas and 2 more. Quote:

The next Christmas Special (Voyage Of The Damned) starring David Tennant and Kylie Minogue, can be seen in December in the UK.
Series Four, starring David Tennant, Catherine Tate and Freema Agyeman, can be seen in Spring 2008. We don't know specific dates for either at this stage.

After that there will be the delay with Season 5 due to Tenant's schedule, however they did say there will be three TV specials made and aired during the break to satisfy everyone.

I'm pretty sure the BBCA will debut season 3 because they just finished season 2. Sci-fi will have season 4 because they just finished season 3. Though I don't know how BBC Canada aired the show so may be wrong.

There has been an artificially short gap between the previous series so far in the US because Sci-Fi started a year late and had some catching up to do.  | |

It usually does start up in the summer here, so that sounds about right.
