Simple enough.
On the right hand side of your screen there should be something that says 'Libraries/Details'. Click details to alter your text, background, whatever.
The big X is just the letter X made into a solid red.
The static is just a picture I got from the net.
As for any other special effects, I did them on Corel before I put the image onto Comic Life.
