It could definitely have hinted at his relationship with Talia. I do agree that they are both quite cultured characters who may be villains, but still show respect.

Now, if Bane had listened to the boy's singing and shed a tear prior to saying that line, I might consider it his 'soft-spot'. But as it stands in the film, he's almost being ironic. "What a lovely voice...but not lovely enough for me to not blow up the field!" Not that this really impacts the line or anything, just thought I'd share my thoughts with you.

Personally, I didn't see that as Bane's 'soft-spot'. In the world of Batman, Bane is a freak whose very existence is painful. He voice is garbled and difficult to understand because he has a giant metal thing on his mouth keeping him out of said pain. Bane was merely commenting on how the young boy had a nice voice, because, well, it's obvious that Bane does not. It'd be like a man with a massive scar running across his face looking a young, bright-eyed girl and saying "What a lovely face." Almost cruel in a way.
