Sorry about the pics, old camera. The "weld" is wire melted onto the surface of the figure to give a "veteran-look" rather than a "fresh from battle" look. With a little paint it looks like the after math of a bad medic. Try it on a test figure, the results are better in person. Try it and tell me what you think.
