Because the air is so cool, it can't hold much moisture so all the water it picks up from the ocean is dropped over the land. As I understand it, (it was pretty early in the morning to be watching the weather channel) the air in the jet stream is dipping further east this year and the cool air is coming across the Great Lakes and then swinging up as usual across the Atlantic coast. Because the northern air flow and the southern air flow are so near each other it's causing some of the air to flow back over the northeast like a crashing wave.
So the cool air comes down, picks up the moisture off the Great Lakes, drops it on the Northeast, goes out to the Atlantic, picks up more moisture, comes back inland and loses it again. And every so often a bit of warm air breaks in from the south (causing severe storms in the process) and pushes out the current system out, allowing for more cool wet air to come in. Eventually enough warm air will come into to shift the jet stream back into its normal position. When that happens it should bring some temperature relief (and rain) to the Midwest. Hopefully before Labor Day.

It's been raining a little bit every week and I have been enjoying the nice weather because I know it's not gonna last and be back to the grey skys shortly. |

Last year's was a bit worse though. Colder temps, a lot of overcast (like 9 days straight at one point) and when it did warm up, it shot straight to 90, and brought nasty storms with it.
This year, it's been cooler, rainy, a few warm days, sparsely sunny, and just overall crappy. I can't take much more of this shit.
I want my sunny, warm summer, and I want it RIGHT. FUCKING. NOW. |
