The rest of us who work and earn money and actually pay taxes know that it definately won't be free, at least not for us. But this is nothing new. We have to pay taxes every year so that people who pay no taxes can get their "Earned" income credits and get $4,000 tax returns while we are lucky to get $200 even though we pay close to $4,000 (in federal).

So it allows incumbents on both sides to buy votes and give their constitutes 'stuff' which they can claim as progress in 2008.
