Audacity does not seem to have anything at first glance, but another (in many ways superior) program called WavePad (there is a free version and a premium version, but I have yet to desire anything better than the free one in over five years) has an effect called "Reverb" that accomplishes a similar effect.

In the attached file, the first clip is me reciting a well-known line in a mediocre Omega Supreme voice; the second is pitch-shifted down to sound more supreme-y; the final clip has a reverb effect added.

It's actually very simple.

1. Open your audio file.
2. Go to Effects > Reverb...
3. Mess with the levels until you are satisfied (I think I actually just used the default levels). The preset I tend to favor is "Auditorium," but I may sometimes choose "Hangar." Generally, I'll mess with it, though.

For the pitch-shift:
1. Same as before.
2. Go to Effects > Pitch change...
3. Move the slider around until it sounds right . The lower the level, the lower the voice, the higher the level, the chipmunkier the voice (I set mine to 90 for Omega Supreme).

Both effects have preview buttons, but they tend to get all skippy if you're doing too drastic of an effect. Also, I advise you to pitch-shift first.

Totally do-able in Audacity as well.

There is a Reverb effect, which will get you pretty good results.

You can also emulate the same method the original G1 toon used by taking a stereo-track (or splitting a mono track to be stereo), and slightly shifting the left (or right) track forward (or backward) in time. Just a millisecond or two is enough, you can exagerate/throttle the effect by displacing the two tracks more or less.

I personally prefer the second method as I think it's a little more authentic sounding than using reverb.
